Paredes, Commissioner of Higher Education, lays out the many challenges facing higher ed, including dismal graduation rates, a disconnect between what’s expected of high school students compared to what universities expect, the challenge of attracting Latinos to college programs, and the need to cut costs by dropping low-production courses and asking faculty members to take on heavier teaching loads.
